DID Core is now a proposed recommendation

Dear all,

the PR has just been published [1,2]. Thanks to all.

The most important action is to get the necessary votes for the PR proposal[3]. You should all get into contact with the AC rep of your institution/company so that he/she should cast your member's vote using [3]. Thanks to some of you who have already done that.
