Virtual F2F TPAC Meetings

We have scheduled a series of virtual F2F meetings for November 2-5, 2020.

The goal of the meeting is to prepare our spec to enter Candidate
Recommendation.

As we approach the time for the meetings, more details will be announced,
WG members will be invited to lead sessions, etc.
