Hi,

This group was created as a result of a so called "headlights process"
under which W3C is exploring areas where additional dedicated resources
might be useful. I expect Doug will tell us more about it and its goals.

I took the liberty to make Doug as chair of the group, since he is
supposed to lead that work in that process.
