I support moving this to FPWD. However, I will still insist that it be published using the new publication system. We will need help from the w3c to make that happen. 

Dominique, any word yet if we can start using the system?

Yes, Frederick will now kick off a "CFC" (call for comment) to get consensus from the working group to publish. If no one objects, then the document can be published.
