Wake Lock published as FPWD

Hi,

Our Wake Lock API was released yesterday as a First Public Working Draft:

Congrats to the editors in making this happen!

Marcos, Ilya, Andrey — as discussed previously, we will want to switch 
this draft to be automatically updated on TR from now on.

I've made a pull request to set us up toward that: 
https://github.com/w3c/wake-lock/pull/46 ; in particular, it adds 
continuous integration to the repo, to help prevent from merging in code 
that would make the spec fail the publication step.

Since the automatic publishing system is still in its early stages, I 
would appreciate if you could ping me next time you update the editor 
draft — I would then trigger manually the automatic publication to make 
sure everything is set up properly, and then will plug it in to be 
updated on each update to gh-pages (assuming this is the right thing to 
do from your perspective).
