Vibration is a W3C Recommendation

Dear Working Group,

I'm pleased to let you know that our very first W3C Recommendation has 
just been announced:

Some 6 years after the start of this group, and after many explorations 
of how device APIs should be designed and integrated in the platform, 
it's good to see the first (of hopefully a long series) that managed to 
go through all the required steps of the W3C Recommendation track.

Many thanks to Anssi who edited the spec, and to Zhiqiang whose work on 
testing has been critical to its progress through the last stages of the 
standardization process.
