[generic sensor API] sharing git discussion on public w3 list

On our last DAP teleconference we discussed the status of the Generic Sensor API and I noted that Tobie will be providing the group a summary of the git discussion of issues  and status (thanks Tobie!).

Concern was expressed about the lack of visibility of this discussion on the W3C public mail list and how that might cause fragmentation of participation leading to possibly revisiting issues or doing re-work.

I discussed this with Dom and suggested we arrange to automatically mirror the git discussion on the public list.  Dom took an action to do this, as he has done this with other groups.

I expect this will resolve the issue. if we have concerns with excessive traffic we can re-consider, but my expectation is that the benefits are worth it at the cost of some duplication.
