Adding Wake Lock to the charter

Hi Frederick, DAP,

To section "Recommendation-Track Deliverables" of the Charter, Mozilla would like to add:

"
Wake lock API - an API to prevent a device from entering a power-saving state.
"

I see from the process document that:

"The Director MUST solicit Advisory Committee review of every new or substantively modified Working Group or Interest Group charter. The Director is NOT REQUIRED to solicit Advisory Committee review prior to a charter extension or for minor changes."

Given the scope of the charter, adding the API would be a "minor change" - but I guess it's up to the Director to decide that. 

I would kindly ask the you please set up a call with the Director ASAP (and when Dom returns) so we can add this new deliverable in a timely manner. 

I'll note that there is pressure on the Editors to move this API to the WHATWG if adding this to the W3C charter cannot be done in a timely manner. I would like to avoid that if possible.
