The Vibration API has been published as a Proposed Recommendation:

Thanks to everyone for making progress on this specification. and especially Anssi for editing, Zhiqiang for work on the implementation report,  and Jérémie  on the publication.

From the status section: "The W3C Membership and other interested parties are invited to review the document and send comments to public-device-apis@w3.org ... through 20 January 2015”
