Vibration API changes since since the last publication

Hi,

We're advancing the Vibration API [1] to Candidate Recommendation, and this is the required (by the W3C Process) public documentation of all the changes since the previous publication, W3C Working Draft 02 February 2012 [2]:

Substantive changes:

- Added a normative reference to WebIDL.
- Removed deprecated exception definitions from the IDL.

Minor changes:

- Added proper acknowledgements.
