Reg : Eager to know about Device and Media Capture API

Hi,

    The features of HTML 5 is commendable.

    I have some basic doubts in media capture which may be very silly. Please forgive.
    
    1. Who 'll take care of Encoding Process ?
    2. What about Streaming & Buffering?
    3. How online(live) streaming is achieved?
    4. Is any browser currently support this feature?
