I brought similar idea up at one of our conference call of supporting telephony API. I think we decided to push this to v2. A college here that work with the www.oFono.org group told me that they are interested in extending their work through the browser. It works (I called Zakim). This seems to me like it could be a good use case to address (the wrapper is JS, but the actual implementation is Flash), looking at how we could integrate our various specifications to perhaps make it work, see what's missing, etc..
