Testing in WebApps/HTML

Hi,

The HTML and WebApps WG seem to be converging on test suite based on the
following JavaScript test harness:
http://test.w3.org/resources/testharness.js

I know we've talked about adopting the harness that Phonegap is using,
but I think that for sake of consistency, we need to consider seriously
aligning with that.
