policy requirements - proposed editorial revision

I've started to revise the requirements document, by consolidating requirements by area and adding introductory text to each section (principle in case of user control, etc).  This part is purely editorial, so if no objection I'll check it in. I have not changed any substantive content. 

I am looking at the content, but wanted to share this earlier.
