Here's my suggestion for issue language to be inserted into each API:

> The overall architecture for addressing privacy in DAP is still  
> under construction. As it is finalized, there may be changes made to  
> this API to reflect requirements or support for privacy-related  
> functionality.

Several of the APIs already have issues noting that various parts are  
still under construction; the text above could be inserted into one of  
those existing issues or could be inserted as a separate issue.
