I agree. There should be a capture API which can take input just from the microphone(s) of a device. There are many use cases just for collection of audio input without any need for camera input.

Re "If the user requests a given capture size which isn't available, do we refuse or do we fall back?": I would suggest refuse (return an error). The webapp should handle interfacing with the user and making alternate requests if needed.
