Draft Charter for a Device API and Security WG

Hi All,

Attached is a new Draft charter for a single WG to define both the  
Device Service APIs and Security Policy work we've been discussing  
(as a result of the December 2008 Workshop) [1].

This Draft starts with the one I proposed on April 24 [2] and:

1. Accepts all of the Charter additions ACCESS proposed [3] (see [4]  
for some "details" of the BONDI APIs)

2. Adds the Security Policy WG proposal Thomas proposed [5] as well  
as including related text from the Workshop Report [1]

The only other change I recall making is the name of the WG (and  
personally, I am mostly indifferent regarding the name).

I suspect the Security Policy additions could use some clarifications  
and elaborations but I think there is sufficient information for a  
Draft.

Team - what is the next step to move this proposal to a Formal AC  
review phase?
