simply there is no such shortname registered at /TR/. for NOTE/DNOTE, any group need to start with [first published note](https://www.w3.org/guide/transitions/?profile=FPWG-NOTE¬ehistory=first) with transition request. Sorry that I've failed to follow in early time on the PR, after leaving "short" comment about potential crash to Marcos's change, but I thought you all will continue to publish as a part of spec publication.
