simply there is no such shortname registered at /TR/. for NOTE/DNOTE, any group need to start with [first published note](https://www.w3.org/guide/transitions/?profile=FPWG-NOTE&notehistory=first) with transition request.
Sorry that I've failed to follow in early time on the PR, after leaving "short" comment about potential crash to Marcos's change, but I thought you all will continue to publish as a part of spec publication. I suppose we may have two ways:

1. to start new NOTE publication, starting from transition request
2. have source as something different name, like `reports/implementation-src.html`, and configure spec-prod only to update gh-pages into `reports/implementation.html`, and wait for another run of spec-prod on spec to pick as referred material in the document (by means, implementation report url points to `/TR/vibration/reports/implementation.html`).

latter would make conflict per timing on PR with changes on both spec and report, but could be rare case?
