Re: [geolocation-sensor] Support geolocation (especially geofencing) in the "background" (#22)

I do want to re-emphasize how disturbing it is that "geofencing" \(using an always-online background service to persistently record the user's location in case some apps might have registered triggeres\) is being considered somehow less of a privacy risk than *simply* allowing PWAs to extend an interactively-initiated geolocation consent session with the same UX as they can already use for extending other interactively-initiated backgroundable tasks such as audio playback.
