Re: [screen-wake-lock] Clarify use cases in Screen Brightness API explainer (#341)

For the identity verification use case, as an industry, we are now moving towards improved identity credential presentment and verification on the web. The W3C community is [working towards standardizing identity credentials](https://github.com/WICG/identity-credential/blob/main/digital-credentials-2-proposal.md) in a way that may not require brightness because it relies on other biometrics as [part of enrollment](https://developer.apple.com/wallet/get-started-with-verify-with-wallet/) (e.g., Face ID and/or TouchID being used for registration and authentication). Google has similar solutions/requirements, I believe. And there are [forthcoming regulatory requirements around this](https://commission.europa.eu/strategy-and-policy/priorities-2019-2024/europe-fit-digital-age/european-digital-identity_en) too.    

The identity credential work may obliviate the need for need to for brightness controls in this particular case.
