With HDR getting more popular, display brightness will increase and we could end up in a situation where full brightness will simply be way too bright in some cases. HDR simply cannot be punted down the road or you will have an unusable, even dangerous, API. For HDR, the appropriate term is `media white` which is comfortably viewable full screen differs, vastly, from the peak white which is blindingly white, can only be displayed on a small area, and will trigger high power usage.
