I suspect the answer should be no. This is not a user preference or an environmental factor, this is just a (temporary) state of the application, so there's not reason to restyle everything. And even if restyling was desired for a particular app, the switch is triggered by the app, not the user, so it already knows about this state change and doesn't need a MQ to learn about it.
