The ideas discussed in this proposal have immense potential benefits for web apps that depend on the brightness of the screen. Not sure if it was specifically mentioned, but being able to temporarily increase the brightness when capturing from the front camera while displaying a white background in order to cast extra light on the user's face could mean the difference between success and failure for a web app doing any kind of biometric analysis.
