I think the big yellow box might also have something to do with it: - Not Ready For Implementation This spec is not yet ready for implementation. It exists in this repository to record the ideas and promote discussion. Also, good luck getting potential contributors to understand [this](https://html.spec.whatwg.org/multipage/browsers.html#fully-active) definition of active versus fully-active.
