This is true (and that's arguably a _good thing_.)

I think it'd be eminently appropriate to designate that _particular_ use-case as unique, with a possibly-unique workflow, though I think it's also a very important use-case: e.g. it'd enable jogging/cycling tracker PWAs, as well as deeply reducing the threshold for, say, creating custom mapping apps.
