I'm happy to make a specific suggestion if it would be useful to start conversation, but I made the broader suggestion bc it seemed like something the WG would have better domain knowledge to work through.

I disagree though that this would be adequately addressed by a non-normative note.  If the spec describes powerful functionality that we know is misused, and have reason to think is very often misused (e.g. the link above about the dramatic decrease in API access in iOS), then it seems just as necessary for the spec to describe how to the powerful feature will not be used, and in a way that can be standardized.
