@anssiko the concern here is that https://wicg.github.io/permissions-request/#dom-permissions-request is no where near CR, so it doesn't seem appropriate to move the privacy protections of a spec to something that doesn't seem on its way to CR.

So, suggestion:
1) short term, lets get the user activation text included here
2) if / when https://wicg.github.io/permissions-request/#dom-permissions-request gets to CR, we can clean the text up from these APIs

Thoughts?
