Compromise seems to be to keep the descriptors in the downstream specs as currently and in addition push them as PRs to the mothership Permissions spec. That is, we can resolve this particular issue by pushing a PR to the Permissions spec that adds https://w3c.github.io/wake-lock/#the-wakelockpermissiondescriptor-dictionary and amends https://w3c.github.io/permissions/#permission-registry That PR is expected to remain open until there are two implementations.
