Yeah, I am a bit confuse on this. 

> If a Sensor is in the activated state without an onreading handler, it is eligible for collection. 

As my understanding, spec does not explicitly state this. it only says that if an "activated" or "activating" Sensor object is eligible for garbage collection, the UA must deactivate the Sensor object. But not state the exact condition when a Sensor object must be garbage collected. @rakuco, @anssiko, could you pls. confirm this?
