1.  About **massive random data**, I don't think there's such scenario in wake lock.

1. About **try to confuse it**, spec doesn't illustrate that it will reject if the document is not [fully active](https://html.spec.whatwg.org/multipage/#fully-active), shall we add it to spec at first?
