So the spec says frequency must be "capped by the upper and lower bounds of the underlying hardware" ([Step 3 of "observe a sensor"](https://w3c.github.io/sensors/#observe-a-sensor)). So we shouldn't throw a `RangeError`. On the other hand, a negative frequency doesn't really mean anything.
