For the record, https://tabatkins.github.io/bikeshed/#cli-echidna is (or at least was some months ago I checked) unable to publish if the `.bs` file defines `Level` in its metadata. A workaround has been to stage a snapshot for publishing where the `Level` metadata is removed and use `--force`, see e.g. https://github.com/w3c/accelerometer/commit/2d135d01ce12ae383013300842e30c3ae2015041

IIRC, with `Level` metadata, the spec shortname will be amended with `-N` where N is the value of the `Level` metadata.

@alexshalamov, please merge this, and we'll try to publish a new WD of the Generic Sensor API (is overdue, last WD was May 30 and substantial changes have landed since then) to see if the issue can be reproduced with `Level: none` too.
