@dontcallmedom reminded stupid me why we didn't care about the device 
reporting mode and could throw on construction. It's the spec that 
sets the reporting mode, not the underlying platform.

We should add prose to the Extensibility section that warns concrete 
spec editors not to provide periodic mode unless all platforms provide
 it AND there are use cases for it. It seems the only sensors where 
this is important to allow for reporting mode right now are motion 
sensors.
