The technical term for letter spacing would be tracking, not kerning. (Kerning is different from tracking—in CSS that's `font-kerning`.) I'm in favor of terms everyone can understand, and "letter spacing" is self-explanatory and familiar to everyone, where "tracking" is not. I agree it's very important that this spec not become CSS-only, but it's just natural that CSS terms are going to be familiar to the most people.
