Most likely, you have brand guidelines, which were in place before a design system. Then off of those guidelines, you create a visual identity, and of that identity, you generate a design system, most likely for the digital experience. And it is forst in the DS you most likely will encounter parts that can be distilled down to a design token,and often, if not always, it is the frontenders that does that. When it comes to the whole "where should design tokens be defined" - discussion, I like the jpg - metaphor.
