I don't like requiring maintainers to do more work to keep their tokens working so my initial thought was optional. Requiring it now will allow consuming tools more consistent and easier time implementing tokens, which to me is a big win. Not having types would mean each tool will have to parse and type-check themselves which could lead to inconsistent results tool to tool.
