I agree that your use case is something to be stored in one place and consumed by anything, I just don't know that it's a "token". One is a value, the other is a set of values of different types and a selector that says when to apply them. It's like a CSS declaration vs a CSS ruleset. We can't write a ruleset until we know what a declaration looks like.
