Agree on the consensus above. @NateBaldwinDesign summarises it nicely. The tokens should sit at the top of the tree, and then (in a perfect world), also be consumed by applications like Sketch and XD natively. This is a barrier that we encounter, and that poses a problem of getting designer buy in, due to the fact they can't really consume their own design decisions.
