You know what after writing that I realize perhaps functions are not necessary — if the standard is a data model, there’s no need considering teams can create authoring tools that build or output the tokens, at which point they can just run whatever functions they desire on the tokens. So I retract my comments about function support since it can be handled outside of the spec.
