Core Vocabulary Namespace URI should point to the Note that describes the Vocabulary

The Core Vocabulary namespace is defined by the URI http://www.w3.org/2008/01/ddr-core-vocabulary

If that URI is accessed, nothing appears (Error 404). However, it could be very positive to return the DDR Core Vocabulary HTML note if that URI is accessed via something that accepts text/html such as WebBrowser. In the future, there can be in that URI a machine-readable representation of the Core Vocabulary that could be served appropiately to those applications requesting that. This approach is more consistent with the "follow your nose" principle in the Web of Data.
