wiki pages for formal objections

I have created the following:

I would appreciate WG members reading through the pages and letting me know if the FOs are not (in their view) correctly represented. I am planning to send these pages for Peter’s review by Tuesday morning so that we have his comments in time for the next meeting.

I have not created a wiki page for the FO about “cutoff of the test submission” - leaving this one for Sandro to handle.
