Started an Endorsements wiki page

I have started a wiki page listing some positive references to SHACL 
that I could find on the public internet:

     https://www.w3.org/2014/data-shapes/wiki/Endorsements

There are of course many others who are not listed, e.g. several 
customers of ours who we cannot name. But it's a start. If anyone finds 
additional references, please add them. So far I went through

- our GitHub issues
- the public mailing list, since October 2016
- Twitter search for "SHACL"
- Google search for "SHACL"
