tracking issues during public review

When we request transition to Candidate Recommendation (and later to 
Proposed Recommendation and Recommendation) we need to demonstrate that 
we've addressed all submitted comments.    As we discussed on the call 
last week, while it would be ideal to do this back to the start of the 
WG, it should be okay to only do it for recent ones.

I've set up labels that I think are pretty good for this, and 
self-explanatory.  (If they're not, please let me know what seems 
unclear.)  You can see them in use on:

The "Commenter ..." and "Postponed" labels are mainly for closed issues, 
allowing the issues list to function as our Disposition Of Comments 
report.   The "Needs ..." ones are mainly for open issues.

I've gone ahead and added these labels to 
https://github.com/w3c/data-shapes/issues in the hope they'll work for 
this group.
