R6.4 asks for something more complicated, it’s about the skos:prefLabel case of only one value *per language*.

R6.4 is also under “complex constraints”, which I understand to be “stuff addressable only via extensions”.

If you want a construct that requires a specific language tag in Lite/Core, then I think that would best be handled as a separate requirement.
