This ticket [1] was supposed to help us draw the lines between core and extension languages. I believe we have made progress in the meantime and can close this ticket stating that Macros are outside of the Core language (as also argued by Arthur [2]). Macros can be used to define new high-level language terms, and core properties such as sh:valueShape may reference newly-defined macros outside of the core, yet the mechanisms to define new macros (sh:Template etc) are outside of the core.
