I propose to close ISSUE-23 adopting the design currently outlined in 
the spec draft:

     http://w3c.github.io/data-shapes/shacl/#shape-classes

I have been using this design for a while now and user feedback so far 
is positive. sh:ShapeClass is syntactic sugar for sh:scopeClass to 
itself. Nobody is forced to use sh:ShapeClass if they want to stay 
within pure Shapes.
