Only open bugs list now available

After some modifications to admin/bugReport.n3 and admin/Makefile, a
make (update) in admin will now generate a list of only the open bugs.
The current list of open bugs can now be found at
http://www.w3.org/2000/10/swap/admin/openBugs.html .
