Improvements to the Metadata Vocabulary spec including improved alignment with Tabular Data Package

Hi All,

I've posted a fairly lengthy issue detailing suggestions for improvements
to the spec which would also support improved alignment with Tabular Data
Package <http://dataprotocols.org/tabular-data-package/>:

I've been meaning to write these up for several months but work and other
