Amended requirement for microsyntax

Hi - I've updated the microsyntax requirement to reflect our discussions on the mailing list from early May. Also, I change its name to use consistent terminology "field" rather than "cell".

Note that I've raised an issue in this req about providing hooks for call back functions / promises.

I have also raised another issue on the R-SyntacticTypeDefintion req <http://w3c.github.io/csvw/use-cases-and-requirements/#R-SyntacticTypeDefinition> concerning whether we want to validate that fields match their declared type ... complicated if we're going to validate is XMLLiteral is valid XML etc.
