Section 3 of the tabular data file says that the metadata files 'cascade', ie, the individual data entry that is 'closer' to the data file itself wins. There is a bullet that describes this: 1 metadata embedded within the tabular data file itself, see section 3.1 Embedded Metadata 2 metadata within a package that the tabular data file belongs to, see section 3.2 Package 3 metadata in a document linked to using a Link header when retrieving the tabular data file, see section 3.3 Link Header 4 metadata in a document located through a standard path from the tabular data file, see section 3.4 Standard Path However, entry #4 is a bit ambiguous: there are two ways to use standard path, namely, 'filename'.csvm (where 'filename' is the original data's path) and metadata.csvm. I presume the intention is that, if _both_ are present, then 'filename'.csvm is "closer" then metadata.csvm. This should be clarified.
